It's not just the AI diplomacy. Something like this happened to me in online play. There were three players left, and one was clearly winning. General Harada, you can already queue commands. To do what you're asking, turn on stacking in the empire tree, then shift right click the groups you want to attack. By default, the ships will auto target whatever their weapons are most effective against.
The rebels will fight with the TEC player who caused them, but they won't actually attack his planets.
You can also just set auto-attack off, and keep an eye out until the pirates are gone.
Phase gates are useful, but only within the same system. If you want to invade another system, or are defending yours, you're in the same spot as everyone else.
If it destroys all of their stuff, it would just make a huge open area that would greatly benefit only the players actually bordering the dropper.

If you just open up stardock central it will tell you any software that is updated. And personally, I've never downloaded anything as fast as I did from stardock back in the beta, and after release I was still averaging over 300 kB/s
You want super fortress worlds? You should have played beta 1. No cap on structures (except trade ports), and phase jump inhibitors prevent enemies from leaving the well at all. It made it incredibly hard to attack, because you were always worried that your fleet would get caught and slaughtered.
At least you only have to wait one more day for the full version, I remember last year we were waiting months for the first beta.
