I thought I remembered seeing that this had been fixed--whenever I get a whisper from an AI ally (say), or the 'Planet acquired' message, or anything else in the chat text area at the top of the screen, my framerate drops drastically. Halo's a pretty good place to get into singleplayer shooters, at least. I'd actually recommend TF2 as a decent place to start multiplayer-wise: heavy is a very straightforward shooter experience, and from there he can branch out.

The justification is that it allows a bit more competition even if you lag behind on fleet size research, because you can rebuild faster. The lore justification is that ship upgrade costs are negligible--it's the military bureaucracy you're building that costs more.

I avoid gameplay mods that aren't total conversions as a general rule--the only one I've ever come across that has enhanced the original game is Tabletop Roundup for Dawn of War, and that's only because the balance issues are overshadowed by the over-the-topness.
