I own every TW game. I played and loved every one except ROME (didn't like ROME TW for some reason) and never had any bug-issues at all with any of the TW but ROME! Medieval II has been on my PC ever since it's release in 2006 and thats the longest running PC game-install on my PC to date! hehe Maybe, EMPIRE will kick Medieval II from it's place on the throne of my PC but we'll see. I actually liked the gameplay of Medieval(one)

If you have a completely up-to-date OS installation including fully up-to-date and working installations of .NET and IE7 Impulse should be working like a dream. I've got it running on computers running XP (32), XP (64), Vista (32) and Vista (64)...none of which have had even one single issue with Impulse. How about some OS info along with patch-levels of the OS etc. and we can try to troubleshoot this for you.... thanks, the Monk
Please make sure your OS is up-to-date! in particular up-to-date and working installations of .NET and IE7 (both are REQUIRED for Impulse to work properly)
I believe when it's "verifying download" its parsing/creating XML files associated with the downloaded files? I remember reading somewhere that for some people it was faster to un-install and completely re-install SINS via Impulse as this way the XML data didn't need to be generated seperately in order to compare files and know which ones to leave alone and which ones to update? Might be something to try if it stays stuck there too long....

As I posted in my initial post about this, the problem lies in the fact that neither the gamers nor the IT-joe who told them to "disable" said services actually know enough about said service or the entire list of ramifications on dependencies of disabling it in order to do so safely.
