They're essentially mini-pirate raids.
You get an achievement the first time. It can also make a good defensive point, especially for Advent with their tac slot upgrades. Is it just me, or is there just a tiny bit more of a chance for an artifact at the base?

Doubtful. You could probably buy a new card for under US$50 that would do better. Though it sometimes gets choppy on my system with larger maps and more AIs. Sins seems to love the processor.

Check the options under the interface tab. Also, make sure cinematic mode is off.
I'd suggest contacting Support.
Check under custom-maps. When I tried to edit a map, it showed up in-game as a brand new map.
That's a little extreme.
Culture centers have an unlimited area of effect, save that it can't go through star jumps or wormholes. The AI is probably building multiple culture centers. (Sometimes 6 or so at a single planet.) You'll need a few of your own to counter it. The culture benefit is friendly ships get tactical modifiers. (Increased shield mitigation for Advent, etc.)
You're supposed to stagger Deliverance Engine shots, as rate of change for allegiance is capped. Plus, they remove enemy culture buffs and give yours.
Hey, now the picture is loading. Yeah, that would be nice, as long as the modders make use of it.
