Vasari would win, on account of Phase Missiles, the Egg, and Kortul. ^_^ And also just lazering a planet and colonizing it instead of blowing it up. ;)

Remember that also, the ability to move could be considered the Vasari SB's 'super ability'. Like the Argonev has Big Red Button and the Transcendia has Disorientation and Meteor Swarm, but the Orkulus... doesn't really have any super-powerful abilities. That's the appeal of Starbases; they're essentially fortifications that can be placed anywhere. And building in an enemy GW actually takes quite a bit longer. It's actually a favored Vasari strategy to rush enemy planets with their Orkulus. Just give it another chance, and the Starbases really do add an enormous amount of strategy to the game. Kortul would easily beat the Kol, as Kols are entirely antimatter dependant. Unless the Kol fires off two GRGs and then uses Final Hour to use GRG more, it doesn't have a chance. Otherwise, the Kortul Devastator would take out the Kol Battleship easily. The Radiance Battleship has a bit of a chance against a Kortul, with Detonate Antimatter and Cleansing Brilliance. Flak frigates tear Fighters. The Vasari one; Junsurak Sentinels can be researched with Charged Missiles to clear out Fighters even faster. Also, build a Kortul Devastator and give it Jam Weapons, which will make all their squadrons useless for a period of time. Your own Fighters can then be launched to take out their Bombers. Finally, Ravastra Skirmishers are effective against all support cruisers, but you need them massed to take out Drone Hosts.

Nice update on the economy position. If I may make some additional suggestions, though. Instead of making a fleet of LFs and Scouts, investing in a second capital is often very beneficial for supporting allied fleets later on. Also, I think it's a bit odd that you didn't mention using the econimizer's fleet for raiding other enemies. After all, that way he can be supporting his allies and disrupting enemy feed. ^_^

I like the new SC upgrades, but I'd think that actual new SC would be better if they were used to counter specific threats. For example, something like this. Fighter- Counters lightly-armored targets, same as normal. Bomber- Counters heavily-armored targets, same as normal. Interceptor- Counters other SC. I think that artillery cruisers would be a terrible addition to the game. Having a ship that can be produced en masse and do AOE attacks would just be too powerful. It'd just be too strong. I especially worry about the idea of artillery cruisers because of they could easily become the catapault of Age of Empires. Back then, they had enormous range and just two could devastate entire armies. And Hittite siege engines got an HP boost, making them effectively immortal... and causing a traumatise
