To raise your resolution (assuming you can on that netbook), you'll want to right click on an empty portion of your desktop > screen resolution (on Win7 anyways, XP I think is either in properties or one of the similar named menus there). If you are already as high as you can go, the screen of the netbook probably doesn't support any higher.

I find that laptops/netbooks have much smaller resolution capabilities than that of a desktop monitor, but you may be able to push it up.

As for the damage delay, I think the game may either fire invisible damage "projectiles" or have an estimated timer in some vain attempt to sync damage between graphics and the actual weapon numbers. I don't think I've played vanilla sins more than once every expansions save rebellion. I don't play mods either (I only checked some mods out pre-Salvation to see what they did with particles). Just much too slow and uninvolved for me, not nearly enough micro in combat. The non-synced damage and such is a real killer for gameplay.
