Why would you want a different graphics card? If you want more speed, get a single core CPU with more than 4 GHZ. Sins is CPU limited, not graphics limited. Theres no difference here between a X1550 and a GTX 295! Screet
It's a single core game. That means, graphic cards and settings are pretty much irrelevant. All that counts is the speed a single core of your multicore cpu can deliver. It's easy to test: change to minimal graphics settings, the game will use less RAM for the whole game than most modern GPUs have. The speed problem won't go away, though. Then run task manager and watch: one core is constantly maxed out, even if the game is paused (!!!) but the other cores are idle.</p

You should be able to play medium sized maps on 2x speed unless you fight larger battles - then you'll most probably have to switch to 1x and still have a bit of stuttering.
