If the well is otherwise clear of enemies using your titan or a few caps seems to work better. Move them around a bit, collect mines, repair and restore shields, rinse and repeat. It doesn't cost you money and is more reliable than spending dozens of fleet points for units you'll blow up fifteen seconds later anyways.
If you want the C&C attempt you should make it controlled and give each race only one superweapon at once, and actually make it super. If you want to go down the supreme commander lane of "build as many as you can and hope the enemy cannot bring up his counters fast enough" they should be unlimited. It's a situational research. Lategame you can use it to turn enemy insurgents into interim defenses, or to cut through a pirate base, given they haven't been raided yet. Earlygame it's actually not very useful unless you realize that you're hidden away between allies or behind one or two easily defendable chokepoints...
My idea of protecting a fleet against wail using an Akkan was more of: Your fleet is 2 jumps away from the planet that could wail you, you jump in your Akkan first, the fleet shortly after. Before the fleet gets in you activate armistice and then send your fleet through the well either to attack the enemy planet or to reposition them elsewhere.

Against corvettes mines seem to work suprisingly well. The way they move drives thm into tight minefields if your fleet is positioned within that field. Also tight formations of Tactical structures and Capship AOE abilites.Leave safe paths in minefields to lure enemy corvettes in front of your guns. How is that abuse? He secured an Ice planet right next to the enemy homeworld and said enemy gave him tons of time to build up population. People are not used yet to the fact this kind of slacking will end up in your fleet getting busted, so it should be fine. (Also note the Ice planet was not yet at full population, if I recall correctly it was "only" at 100 pop) From my understanding breaking up stalemates or enabling you to do a comeback is exactly what the ability should be doing.

I don't have any regular or recurring issues with Steam... There was that downtime few days back, but that was like the first time in a year or so. As for being intrusive... how? You can deactivate that pesky overlay and make Steam ignore chat messages (if you have set up a steam user profile and added friends) or notifications while you are ingame. It is supposed to increase hull, shields, armor and damage by 25% (diplomacy rates, could have changed a bit in rebellion) for every level... If they do not it is a bug. Maybe you should test that again and make sure there are no reseaarches running in the background.
