Well the whole point with a Aggressor AI is that they seek battle and attack every chance they get to expand. If it's cautious that will largely negative its fast expansion.

When I play singleplayer it only hangs for a second or two but on Lan it can take minutes before it move on. I've added it to one of its peculiarities. All games seem to have some of them.

I have been playing computer games for many years and I truly miss when it was standard to get a big box with lots of stuff like for example a manual the size of a phone book. A collectors edition would be a instant buy from me.
Add some options you can choose when you start a new game. 1: Make Titans use more Fleet Upkeep. A little more -> Average extra cost -> Much more -> Only for insanely rich. 2: Limit superweapons per player. 1 -> 5 -> 25 -> 100.
I would love if you had scenarios with multiple missions. Do a mission and progress in the scenario and as a reward for certain missions you get unique ships or something. Add a little roleplaying elements to Sins. :)
Kill a pirate base and drop the pirate attack strength down a notch? Kill all their bases and they are eliminated? Just some thoughts.
I have noticed the same trend as Cheesenium and it makes for a rather boring gameplay. The way I usually play is expand until I reach an enemy, consolidate (Defences and economy buildings.), tech up to about halfway in the techtrees, build a massive fleet and then roll. Since I don't bother with the expensive late game techs the enemy usually only have planetary defences and almost no fleet to counter me until I get close to their homeworld. I haven't thought about the special attack effects much but their ordinary attacks looks ridiculous. Now and then I look at them for a while chuckling and thinking to myself " Did the captain have a birthday again with all the fireworks and are they celebrating it in the middle of a battle? ". Honestly. It looks like they're having a wild new years eve party with lots of fireworks.

Some games I've bought online have the option for you to pay extra to get a copy shipped to you. It's usually only a cheap burned disc with a install executable or something simple like that. I've rather fond of that solution myself and it wouldn't be expensive at all for Stardock.
Maybe a slider like in Master of Orion taxes? You can use the slider to set the percentage of your income to put into a pool that all allied players can use.

Unfortunately it seems Rebellion will be download only.
Steam shouldn't need a internet connection to start a game once installed and activated. If you're worried about steam occasionally updating and downloading stuff you can turn off a games auto updating and have steam in offline mode. Though a lot of people say that this doesn't work and have to block steam with a firewall. Edit: Ninjad again!
Well the Local File size in steam is 2145 MB. Don't know how much it needs to download though.
