(See - Abilities) Capital ships need their abilities (See - High level) to be effective. If the devs implemented your suggestion, Caps would become buffed frigates with a few extra features...

I've been experiencing that since Diplomacy, myself. Its not a Rebellion issue.
I think its a great look and fits the TEC scheme perfectly.
The only one that needs nerfed is the Ankylon. And it just needs an ability nerf, not a DPS/Shield/Hull nerf.
