Advent have a few reseaches that do increase allegiance. And a starbase upgrade that increases allegiance further... although it takes a while to pay itself off. (20 minutes pre DLC on a Terran) Relocating your capital in the middle of your empire can be useful. Capitalplanet gets extra tax income and has the highest possible allegiance.... so it is usually a good idea to have a planet with high population.
