My suggestion: 1. make the mobilized SB a switch between phase engine activated / deactivated. When activated, all weapons / skills / utilities / passive regenerations are all stopped, and it needs to wait some time for the phase engine to start. Once switched off, the engine is immediately off, while the systems restore after some time.
