I find that Heavy Cruisers don't have much of a place in most fleets. Although they can be somewhat useful as tanks, they generally don't seem to last very long against certain strategies or abilities like Chastic Burst. It's not so much that they are weak in absolute terms as much as it is that their cost makes them hard to justify. Should they be given some sort of a buff?
So basically this game is more balanced than it ever has been?

Yes. Windows 7 Pro x 64. It's not a hardware issue or a Windows issue. As indicated, I've got 8Gb of RAM and 4Gb of GPU VRAM. I tried using Steam to verify the game integrity from 1.8.2 and then re-applying the patch. No effect.
