I checked LE:I out on gamer's gate. The 5000 systems works better than you would think. Individual planet micro is minimal, and some of those systems are pretty barren. It's actually a pretty cool game, I had no problem with turn times, but it does seem a little buggy still. This whole thing boils down to the same lesson I thought stardock learned with GalCiv. You've got to decide what you want the game to be and stick with it. Sprawling single player empire builder and fast paced multiplay are two totally different things with totally different needs and you guys are going to go crazy and fail both design goals by trying to do both at the same time. I bought TQ, and enjoyed it for a while. I never heard any of the hub-ub around it being buggy. However, as others have mentioned, my interest waned because ILE didn't provide dedicated closed servers, and there was no anti-cheat anything for multiplayer. When multiplayer consists of running around with OMGWTFBBQ hacked characters, the game is pretty much dead after you get your fill of single player. Blizzard learned that way back with Diablo I. If it were up to me, I would split the difference between upkeep and actual ships fielded. Right now, when you research the first fleet cap upgrade, it costs you 9% of your economy. I would make 3% a constant effect from the research itself to represent general overhead. I would then balance out the remaining 6% to come from the 270 points of ships themselves, each ship having a small cost per second applied to your overall economy. Only one cap can steal resourses. Cat and mouse implies hit and run, one or two caps isn't going to be able to bomb a planet or effect culture signifigantly before defense ships rally, and would need to destroy static defenses to do that anyway. If you're hitting them where they are not, I think the same pop spent on siege/lrm/flak would do more damage and be quicker to get in and out. Even with no siege frigates to bomb the planet, it's not just defenses you're destroying, it's also your foe's

I'm looking forward to see how the game evolves with patches and mods, but right now I'm already losing interest in it. I really miss being able to design ships, and the current diplomacy model is just not fun. Although I'm really glad stardock and ironclad have a hit on their hands, and am sure things will improve in the future, I really don't see what this game currently offers that Sword of the Stars doesn't do better.
I think I will like this mod. I think heavier defense will help balance out the fleet cap scaling problems on larger maps. Is it possible using mod tools to add an extra squandron to the base amount supported by hangars? I think one more squadron per hangar would give them a fun amount of ooomph.
Newtonian physics FTW. Sure the structures would be orbiting the planet, but so would the attacking ships. That's what ships do to not fall into planets, they orbit them. Which would leave us with exactly what we have now.
In addition to being morally repugnant, the planet bombing animations are way out of scale with the planet itself. There would be nothing left of the surface but molten ash if the explosions were accurate.

Next patch should clean those descriptions up, if neccessary. Abilities that affect both Fighters and Bombers should say "Strike Craft" and not just "Fighters".

Whether to build tech labs or whatnot depends on the game you're playing(are you close to the enemy? Far? Enemy agressive? Defensive?). Tactical considerations like those are a big part of the game, you'll figure that stuff out on your own when you get a chance to actually sit down and play.
