I really start thinking that the rationale behind GOO is to gives various advantages to the publisher in order that they choose a DRM system that is convenient to the end user.

So you don't need to download a file that can be applied on all versions since 1.0
Looks like european customers need to buy from Impulse before a deal is made with european distributors ....

the stand alone install of Impulse is here http://www.impulsedriven.com/impulse_setup_full.exe But you need to be able to connect your computer at least once. You could always contact [email protected] if you have problem.
You will need to install a stand alone version of impulse first in order to install the archived game. And as you have guessed, there are some registries settings that are needed for the game ;)

Less donwload size and less bandwith usage. And you just have to click "update" instead of going to a specific web page, dowloading the patch and launching the patch to install it. But I guess everybody has its own way to measure which thing is better ;)
