I think the Borg already add balance to themselves by the way they expand in a particular area. The idea of assimilating ships and planets works really well for their growth (and limits how powerful they can get based on who/what they acquire along the way). Sounds like a registry key that was supposed to be written to indicating that the game was installed correctly may not have full write access. Hollow Man's idea sounds like it would work, if it does, just create a shortcut to it on your desktop. Might have to do some digging in the registry and find out what constitutes as "installed" by the games definition.
I would check your settings in your graphics card control panel. Sometimes if they are "optimized" for performance the drivers will over-ride the in-game settings to shave off a few effects to increase performance. Check to make sure that a custom video profile is not loaded, normally you have the option to "Restore defaults" in many of those cases.
Are you sure your not opening the Autorun.ico file? I don't have the CD version (I downloaded mine) but many CD's will have a setup.exe or \install\autorun.exe or something similar on the disc. Right click on the Autorun file and go to properties, verify that the file is indeed an executable. The other issue may be that your DVD is having trouble reading, a good way to know is to click on the Start button go to Run, type "eventvwr" and check over your event logs for errors (i.e CD drive

I like the pirates, I just wish there fleet was larger though (especially late game)... I played a game the other day and placed a 150K bounty on a computer opponent and was of course greatful when the computer reciprocated the bounty in return because I always see it as a way to level up my caps. The problem is that the pirate fleet never seems to get any bigger than the size of a 30K bounty fleet. On my custom maps I always make sure to put at least 1 pirate base for every player This way

I think the surface to space defense systems of [link="http://www.planetarion.com/"]Planetarion[/link] work really well (ION Cannon ect). I know Planetarion is all about stats and what-not but that game has some truly epic battles when it comes to the numbers!
What if you could engage an "Action Stations" Mode where all of your structures temporarily lower production and switch to a pseudo defensive installation.
