That definitely sounds like you haven't researched all four levels of the Titan under the Military tree. Each level of Titan research only unlocks 25% of the Titan for construction. If you HAVE researched it, check you haven't lost any labs, technology you've researched becomes unusable once the number of labs you have falls below its minimum requirement.

THE GOOD There's a lot good to be said about the beta. First off is that it already feels more finished than a lot of other games do at launch, so much kudos there. Both the Starbase and Titan could do with beefing up, maybe make the fleet a little larger too just so there is some prep and build up required to take the planet.
Seems about right to me, roughly three to four times the length of the Kol which is what I pictured when I saw the pre-alpha shot. Makes it between 5 and 6 kilometres in length by my estimate assuming my theory that the Kol is about 1.5 to 2km long.

Just played a couple of hours myself, I agree. I did come across a bug where a seemingly random selection of ships at a specific planet would just disappear, but still be listed in the thumbnail icon over the planet, when I clicked on them I was just presented with a blank skybox. Trying to replicate that bug again but otherwise this beta shows more spit and polish than most games on release. Very well done chaps.

Awesome, the ships feel very physical and material now. This is terrible timing though guys, I had JUST talked myself OUT of getting a new gaming PC.

The TEC's defensive options are fantastic, and as such do phenomenally well in a battle of attrition. Their firepower is unspectacular, though it will do the job, though the time it takes to do that job is significantly longer than most other fleets can survive. If playing a long game where it is viable, build a force of Hoshiko's and Cielo's alongside your main force, the Hoshiko's will augment the TEC's already bullish resilience and help them stand against the withering
