TR is fundamentally flawed at the base design, so it's hardly worth sinking anymore money in to. It's also closing down because it isn't profitable with the small playerbase that remains. It would be a loss for anyone to pick it up. That's money better spent on designing something that actually works right out the door, rather then picking up yet another MMO abortion.
The next gen RTS will be Dawn of War 2. It's about the only upcoming RTS that appears to shift the genre in a different direction. However true future will be some form of no base building on combat maps, focus on smaller amounts of units with better independent AI, persistent campaigns where your army and your success has an impact on future battles and territory you fight over, that's where the future is. It sounds like a driver issue, with the suspend function possibly? I'd check Dell.com for drivers for your Latitude D820, and see if there's anything that can be updated. Could very well be an issue with the Bios too, it's hard to say as the change log for the most recent bios doesn't list anything and Google comes up empty. Make sure that you have all the security fixes and updates from Windows Update. And lastly check that you got the latest DX files, from www.micros

While it may be frustrating to have files stored away in folders under my documents/my games/my whatever it's a prerequisite from Microsoft through the Games for Windows initiative. If you want the Games for Windows stamp you have to conform with Microsoft's guidelines. It'll likely never be anything that changes, unless Microsoft eases up the restrictions on where you, as a developer, can place the various files.

Guide hasn't been updated since Beta I'm afraid. I was holding out for the Forge tools before I even considered dabbling with updating the guide.
