All capital ships are carriers. That is, they all produce fighters that live in their hanger bays. The fighter capacity varies from ship to ship and can be increased through upgrades and such. "The" carrier probably just has a larger capacity than most other cap ships and lacks much in the way of other weaponry. As Multianna said, each race will have a primary and a secondary resource. And your secondary resource is another race's primary (that would mean 3 total right?). This ensures competition for resources. There is also money which can be used to purchase resources on the market I believe. And then you have antimatter which is basically your ship's power but I wouldn't count that as a resource because your ships generate this on their own over time.

I've never beta tested a game but I did beta test Packet Tracer 4. It's a program by Cisco that basically allows you to simulate setting up and configuring all the hardware that goes into LANs and WANs such as switches and routers. Was a lot of fun playing with that thing trying to break it or find cases where a switch or router didn't behave as it should when configured a certain way.

I think the basebuilding aspect is more abstracted like you would find in a turn based game. Of course, in this game, your "base" is a whole planet.
Then again is a fleet ever really "done?" Do you hit a certain size where you say "ok that's enough" or do you want to keep increasing it's power as resources allow? I believe that there is a way to automatically send new ships somewhere ("dynamic rallypoints" is the term they used I think) so a simple build queue combined with that feature might accomplish what you have in mind. Great idea though if you DO have a discrete fleet size in mind.
I seriously doubt it for three reasons: 1. As they gain experience they get upgraded and such so they will grow more powerful. 2. You are going to have more of them than the big ships. They are less expensive so you can build hordes of them. 3. Special abilities. Some smaller ships may have useful special abilities that the bigger ships don't have. And fighters, of course, will never be obsolete because your capital ships produce them so the more cap ships you have then
I didn't necessarily mean testing the game engine itself. Perhaps I'm just curious. How many antimatter rubber chickens does it take to blow a hole through a Kol Battleship? How many extra if I use the shielding or armor special abilities? If I can spawn an enemy Kol then I can quickly and easily find out rather than have to wait for the enemy to send one against me for some 1 on 1 action (which might never happen). They are desperately trying to hand it over to private business. Ever hear of the X-prize? Spaceship One? The thing with space exploration is that it is EXPENSIVE. It costs about $450 million dollars for a space shuttle mission. They are trying to encourage private research and development so that private businesses can take over that cost and try to turn a profit doing it. I think the plan with spaceship one (or its successors) is to charge passengers for a quick ride to space.
