Yes, Steam is required for SupCom 2. As for initial thoughts: MEH. It's not a "bad" game, but they took out everything that made SupCom unique among other RTS games, other than the scale. Gone are tech levels, adjecency bonuses, building upgrades (like upgrading shields/radar). You have to research the appropriate tech, then when you go to give the AI a mission you'll be able to select "Give Resources", and set yourself as the target player. Note that the more resources you demand the higher the relations with that AI you will need.

Yes, hovering over the Beam Pact showed 0 > 15% bonus (I didn't do any research, so it started at 0). And hovering over Armament pact showed 0 > 20% increase.

Well, they work fine here. I started a game, teamed with a Vicious AI vs 8 Easy on a random huge multi-star, so there'd be enough time and I wouldn't get bothered. My beam pact improved both my ships' beams and my Vasari ally's pulse beams, and his Armament pact improved both my cooldowns and his own. I confirmed by looking at ship infocards before and after accepting the pacts and numbers change appropriately. I'm gonna guess the TEC one would work also, but I haven't tested just it

We tested the pacts in beta and they worked fine. It's odd that you called out modifiers that are always the last in the file (flashbeam, wave, phase missile). You gain diplomacy points by having more positive relations than negative. Today's patch actually disables Diplomatic Victory in locked team games because it was meant for FFA. It also tweaks the rates of point gains for AIs to balance it out a bit. But basically you have to strive to get relations as high as possible as quick as possible. There's not a whole lot you can do against the AI's, rather than blowing up its envoys. You just have to gain them faster to win.

No, this isn't possible. You can, for example, start with one weapon and unlock use of another through research, but all the ships' weapons are coded into its entity file and you can't change one kind of weapon to another in-game.

AI researches better so they end up with abilities on their ships, and they can use capital ship ultimates as well as buy cap ship levels up to 6 (human players are still limited to 4). Watch out for Vicious TEC with a couple Marzas :P

Ryat is talking about the number of allied victors setting. If it's set to no allied victory, only you alone can win. You can set it to any number of maximum players, however. So if you set it to 3, then you can win with 2 AI allies, and so on.

They offer a pact when they have one researched and have proper relations. This is a given. If they only offered you one, that means they either only researched one or didn't have the relations for more.
