Star Wars Rebellion had this ability. You could play head to head - the game ran at the slowest requested by either party. Now assume this happened for a 5v5 - it would always run at the slowest speed as there would always be someone somewhere in the game who didn't want it running quick as they were micro managing something...

The game licence states that it cannot be transferred. So if you DID buy the game second hand, technically uou are not allowed to use the serial number to login and get patches and play MP. If you are lucky Stardock and/or IC may help you out anyway. As a general warning - don't buy PC games used and expect to be able to use the serials - it is becoming more and more common for this to be the case as products like Impulse allow a person to download the game - hence they can buy the ga

Is the bug being fixed where one of the maps is unwinnable unless you culture every ally planet to your side once you kill the dreadlords (about mission 5/6 in first campaign - Ultimate version) - iirc from what I read, it is due to the mission settings not having allies or enemy races correctly setup - possible a race not on the map being included...
What are the maps? You sure you aren't just not cycling through the map sizes, thereby limiting yourself to the small ones? Moving files manually is generally a no-no for this - Impulse should patch the missing files as required...

Good guide - let me add one in IF THE GAME TITLE SAYS SKILLED AND YOU HAVE JUST STARTED PLAYING MULTI-PLAYED (MP) - STAY OUT OF IT!!! I played with a newb the other day (won't say who but if he reads this, HE will know) - he built a SB on his HW, didn't expand and wondered why an egg and some assialants made it go pop (it wasn't upgraded...)
I thought that they have said a number of times that the 3 expansions packs will only be released together on media - otherwise it was an Impulse download....
You need to have the game patched - how did you install it? If V1.00 from disk I don't think it is available. If on a later version, there is an options button at the bottom of the match setup screen (where you setup player races and AI etc...) - host can edit game speed, fleet size, locked/unlocked teams and of course PIRATES!!!
If it locks up, leave it a minute and see if you get a message - something like "Disconnected from Ironclad Online" - this means as Azrak said, something is blocking your ports... If you run a hardware firewall, you need to open some ports there as well...
