I agree. With the TEC Rebels, their pacts should be more oriented to combat and the like, while the TEC Loyalists should have pacts that deal with increased trade and attack/hull while in a friendly gravity well. These two factions both have different approaches gameplay wise (turtle or attack), thus their pacts should reflect their methods of survival/gameplay.

Currently in the code (this might change, however), the Advent Rebels possess techs that allow the player to attack planets within the safety of their own planets. They can sacrifice their own people to inflict damage on neighboring worlds, and even destroy entire planets in order to severely damage other planets around it. As for the Vasari Loyalists, they need to own the planet first in order to devour it.
My guess is that you are trying to put some back story as to why all of these factions have split via campaigns? It is a great idea too; the maps are easy to make, but sadly, creating the campaign would involve a lot of redundant data. I really like the idea of having a true back story to Rebellion. Think about it - now their capital ships can no longer level up by killing things, or even their titan. The Truce Amongst Rouges truly is a double edged sword. Also, when a planet is colonized, resources have to be allocated to developing the world, making the player somewhat neglect their fleet. But I agree that it makes things too easy - I propose that, while there is still militia around, "Documents" need to be signed in order to colonize a planet.

The game is in beta for a reason - to provide feedback. It is still far from being a finished product. In time, with enough feedback, the developers will be able to make things a bit more balanced.
I would suggest having a button tied to this perk. Mayhaps when the pirates are able to spare a few ships to the player, all the player has to do is press a button to receive said ships?
New techs and ships have been introduced into the beta. I am quite sure that the developers have yet to find the best way to program the AI to take full advantage of this new content. I have had no experience creating an AI for a game, but I would think that it can be a living nightmare.

I am sorry to say, but those abilities I found belonged to that of Corvettes. I posted this on my thread, but I will post it here. I ripped this info from C:\Program Files (x86)\Steam\steamapps\common\sins of a solar empire rebellion\GameInfo, and the English.str file. We must remember, though, that these abilities stack. So in the end, if enough Corvettes are built, the TEC Rebel Titan will never have a chance to use another ability since its antimatter is kept getting stolen.</
