It is reasonable to think that they want to rush updates in order to appease the community, so bugs are indeed bound to happen. Coding is not that complex - the logic used to make it is complex (please remember, this is my own personal opinion.) Debugging/testing can also be tricky. I would think so. Try copying the sound that you are going to replace (as a back up. Always make backups before you change your game files) and try it out. If you use the same exact spelling and capitalization of the name of the file that you will replace, and ensure that it is .ogg, the game should use your new sound. I have not done it myself, but it should work.

There is hope yet. Yarlen stated that in the next patch (or maybe a later one?) that there will be a limit to super weapons. Currently, the planned cap is two, but Yarlen did say that he will try to convince his coworkers to increase it to four super weapons per player.

Is there another empire occupying the planet that you are trying to steal? If not, then the skill is working as intended. If you are indeed using the ALT's ultimate ability on enemy worlds, and it is in fact not working, then this is indeed a bug.

I fully agree with you. One faction specific tech should never be completely countered by a single tech/structure from an opposing faction. Wail of the Sacrificed opens up a lot of opportunities for some interesting strategies for Advent Rebel players, but as it stands, these strategies will never come into fruition if an Advent Rebel's populace continuously gets nuked with no chance of growth.
