Would this not just steamroll? You get planet expend culture get next until you hit the others culture? Anyway this would mean your death, as all planet recently acquired will generate a negative revenue, you need to upgrade them to at least step 1 to break even. So in a big map you could snow ball to negative income in quite a fast time.

The Ai as to learn not to spam at the cost of fleet and defenses that is all bar that it as to spam nova... Is it possible for a tech to counter titan foundry with is scout habitability to destroy structures if you rush it?

it's expensive to buy and countered by a star base. a star base with a trade port and the aux gov, plus a trade port is more then enough at that stage to keep your econ super high. Super weapon are expensive and as said reduce the amount of static defense. You titan should be able to plow through is back stage worlds and blow them up.
You only do extractor research to counter fleet upkeep IMO. You should not upgrade you fleet size until the titan is ready to pull out too. (5 planets too 6 is enough with trade ports and cultural broadcaster.) This allows you to either pump out massive force or go for the titan, if you see your opponent is rushing fleet you can counter or hope to complete the titan to smash is fleet. Extractor upgrades are just a counter to fleet upkeep. It's worth to follow your fleet upkeep cost.
