It was just a bug in the alpha that the Envoy was on the wrong tab.
ICO uses separate accounts from Impulse, so you'll need to create a separate one with your same cd-key there.

The game should be available at Gamestop with the upcoming Trinity box release. While it'll mean rebuying the base game, you'll get Diplomacy too.

Galaxy Forge just comes in a RAR archive, so it should work the same as unzipping anything else. What archiving program are you using to open it? You should be able to just drag and drop the Galaxy Forge folder from the archiving app into the appropriate location in Windows Explorer.
You can zoom using V/B, and Z/X/C will snap you to preset zoom levels.

As Impulse is the only supported method of doing incremental updates, doing that would be tricky if you don't have internet access on your own machine. You'd need to use the archive option to transfer your existing old version install to a machine with internet, update it there, then copy the updated install back to your machine.
