Mod would be the way to go, this a similar thing was discussed back in beta and the devs promptly shot it down.

Yeah, the vasari scout ships' ability to "phase out" skewers my system, I don't know why though. I don't even have to be looking at it for it to do this. But when I turn it off, the problem goes away, so that's definately it.

I have the problem of trying to zoom out and sometimes I end up even further zoomed in than when I started because it will zoom me out one click but then back in 2-3 clicks (ingame clicks I mean, my mouse only makes the one click sound). This is the only game or even the only application I have this problem with so I seriously doubt it's the mouse.
I must admit, I've never seen this, but it probably has to do with ships not wanting to cross the point that marks where ships can't go, so if they somehow end up inside the planet, they dont' want to go out because doing so would cause them to approach this "barrier". If that is how ships are programed to stay out of planets in the first place.

Vasari are all about guerilla tactics actually, as they are few but not stronger. Advent are all about culture and buff/debuff(antimatter abilities) and tec is all about economy.

Ron: Why did the devs take out info on how much each trade ship is carrying individually then? And do you mean to say that if it does still work as it always has, that whoever destroys the trade ship gets that lump sum, or a portion of it? Or are you just referring to bounty?
But then for say a really long trade route, there would be no way to shut it off completely, because trade ships would keep getting built, and even though none of them were getting through the trade income would float at about half the regular? I really hope that's not so because that makes cutting off a trade lane not nearly as useful as it should be.

You can already ask another player to attack or defend a planet by selecting that players ships/planet and you get these two icons in the lower right of the screen.
I definately don't think that you shouldn't pay a penalty for having massive fleet supply but no fleet, but I also don't think you should pay full price for something not getting used. A flat rate for total supply + a percentage or multiplier for used supply would be nice like I've seen in some posts here.

Cap ships have MUCH higher dps than frigates and even HIGHER dps than cruisers, infact, most cruisers (barring the combat ones) have little to no dps at all.
