Ironclad did say they're working on a new project, but mum as to what it actually is :( So still speculation!

Of course. Launch Impulse, log in with your account, then click the blue ? in the top right and register product. Then click add registration at the bottom of that screen and put in your serial number. Assuming it has never before been registered, the game will now be registered to your account and will show up in My Games for download. If the CD key has been registered to another account before, though, it can't be registered again.
It's been the case for a long time in MP that, for some reason, the start of the game is at hyperspeed regardless of what setting you chose. Eventually it slows down to the correct setting. I don't think anyone have any idea why, though. Definitely not unique to Diplomacy.
Currently Diplomacy desyncs in MP when a player clicks a mission offer button (either to pirates or to another player).

It seems giving missions (to players or pirates) in Multiplayer games causes a desync. Usually it doesn't crash right away but easily can down the road.
Ah if it's game joining then it's not a version mismatch (to log on ICO you need the latest version and that's the only version that works). It's a data mismatch. Either you or the host has modded files in the main directory or a mod enabled, and since it sounds like you're having issues joining any game, it's likely you. If you're certain you don't have anything modded and aren't running one, your best bet would be to uninstall, manually delete the installation path, and re-install.
Did you enable "show pre-release versions" in Impulse? Check the menu in the top left for that.
Yeah, this basically means Impulse won't be carrying it. *shrugs*

Well, only being able to offer a pact once is a design decision that they won't change. The idea is not to overburden you with having to use tons of envoys. You can have multiple allies, but only need extra relations with 2 other players to maximise your treaties. Bit less micromanagement.
This morning right around the time you posted the ICO servers were being tweaked for the Beta 3 release of Diplomacy. If you were trying to get on while that was happening, it's pretty possible that's why it was giving you the wrong version funkyness. Is it still happening?

Nah, cloak isn't going to happen. They tried making an actual cloak for Entrenchment (mines), but it didn't work well so they scrapped the idea.
You don't need to use the developer exe, you can just edit your user.setting file (in the Settings folder in the same path as the mods) and set showErrors to TRUE (it's at the bottom). With that set if the game minidumps due to an error in the entity files, it will tell you which line of which file and why. The developer exe can do this also, but I'm personally not a big fan of it because it likes spitting out warnings that have nothing to do with your mod. :P

They don't rely on blocks of text, so they actually put effort into their video reviews. To me at least they seem to do a pretty good job covering all the aspects of the game, and they usually show you in the video what they mean if they complain about AI or
Sounds like you either didn't save the changes or didn't enable/apply the mod. As far as the damage numbers, the infocard shows total weapon damage-per-second rounded to the nearest hole (basically, sum of all banks' damage divided by the preBuffCooldown value - which is the weapon reload, and rounded to a whole). The range, however, is pretty straight forward and should definitely update in-game.
Does it throw any errors when you start it in windowed mode?
