That should work perfectly fine. However thinking on your problem a little more I have just realised what your problem probably is. Are you using the referencedata provided with the ForgeTools? if so these files are out of date and will cause an immediate minidump. There are some pre-converted (working) files floating around in other topics but I can't find the link atm.
Personally I'd love to see the AI build more caps. Even in default sins them build 3-5 / 16 is pathetic. By the time you get to the end of a game and have 16 caps with a huge fleet to back it up they dont even stand a chance hell the other day on distant stars this happened: I was the blue fleet against both of those and won, yes im using Distant Stars but the point still stands. The AI NEED more

Funnily enough %appdata% if thrown in to explorer on Windows 7 works and %localapps% doesnt. As the creator of a mod myself I'd love to see this come in to play as alot of people have issues installing mods at times due to the folders being "hidden" for security issues. Quite annoying really but if something like this existed it would really help alot of users out there installing the many many mods there are.

Multiplayer Games : We've setup a thread for everyone to organise their multiplayer games in and also setup example times and dates for most people to meet up and start games. These are what we hope to be the main times for people to be around and want to play games together.
That file will be in the GameInfo folder :)
Glad you solved the problem mate, gotta be very careful with formatting and ofcourse using the correct punctuation everywhere. I almost had a similar issue not long back where I was mass copy & pasting information around and ended up with the start of a string at the end of another line which could've caused a similar issue.

This is one of those weird kinds of errors the main thing to check for would be a misreferenced file in say a ResearchPreRequisite for example you must enter: RESEARCH_SUBJECT_FILE NOT: RESEARCH_SUBJECT_FILE.entity There are many situations where this can occur the research one is just the one that pops in to my head right now, best thing to do is make sure that all the files are referenced properly within the other files. Looking up the file may not be the issue.
Yeah gotta agree the AI has always been terrible at fortifying which is one of the main reasons they can never defend against a player, if they made 2/3 repair bays, a starbase, hangar bays, turret/missile platforms they would be able to defend if they used their fleet to back up the defenses. Not only that but upgrading all of their research would seriously help.

At the bottom of each planet(s) entity file (in the GameInfo folder) is the limit to how many starbases can be in each grav well per player.
