Default language is english, and Sins is installed to the default path, yes. I hadn't thought of using the dev .exe. I'll go track that down and give it a try.

Thanks for the response. Display driver version is 6.14.12.5896, which looks to be the most recent for my card. I've verified and uninstall/reinstall/reverify Sins several times, but whatever the problem is it's not a corrupt installation. :/
Bump. Got in touch with IC support a while ago, but they've yet to offer any advice. Here's hoping someone in the community can help me out.
Never had a problem with Sins on this computer before the current patch. Or with Entrenchment/Diplomacy; it's just vanilla Sins that crashes. :/ As for relevant specs, baboom: WinXP SP3 AMD dual core, 2.0 GHz 3.0 GB RAM Nvidia GeForce 8800GT
Fresh Impulse install of vanilla Sins here, sans expansions, gives a minidump and crash immidiately after the window launches. :/ Anybody else have a similar issue? Halp?
I don't think you understand what Diplomatic Victory means. If you did, it'd be fairly obvious what happened.

70% taxation is, what, 500 supply? If you're able to crush a fleet of that size, you're already won the game. No matter how strong your opponent's economy is, he isn't going to recover in time to fight you off.
DON'T FORGET TO TURN OFF YOUR CAPS LOCK.
If somebody has 200,000 credits just "lying around", then they've already won the match. Either you(generic you, ie, this person's opponent) are BM for not surrendering, in which case "just punishment" comes to mind, or they're BM and regardless of how and what you nerf they'll find a way to ruin your experience some other way. Honestly, I think this is a non-issue.
