Remove their ability to phase out, or increase the scout's range for mine detection to something that covers entire gravity wells so you continue to use the intended game mechanic of making scouts a lot more useful. Either should work.

Last I recall, the militia own everything not claimed by a player, so you don't need to have them colonize anything. To create a large militia army, just go back to my last paragraph in my previous post about the group editor. Instead of leaving it as always, change the top box to PlanetOwnerIsMilitia and add any of the stuff from the box on the right side. That should allow you to build a base for the militia that players will have to fight through.

In order to update the forge to the most current version of the game, all you have to do is copy this file out of your game, and drop it into the forge folder replacing the one that is in there.&

You could do that, but of all of the updates, this isn't one to miss out on since this is the start of the baby PU. Unlike the others that just built upon the modules, this puts all of the modules together, adds FPS and multicrew ships, and a lot of other things like 64bit large world maps... Well, it would be TechRebel or PhaseLoyalist, etc., but the galaxyscenariodef file overrides what is set in the map, and further more, player selection overrides that, so if you are trying to force a faction on someone, it just won't work and the game won't (or at least isn't supposed to) crash if you call out for something that doesn't really exist (like if you made a typo).
