Perhaps put the pirates as a player that can give out missions at the start of each new raid. Such as sending a demand for credits to every player, then each raid the demand gets higher. The last person to not fufill the mission gets raided, also taking into account if you are attacking them (feeding titan ect...) causing you to automatically fail the mission.

I noticed that on maps with multiple pirate bases in the same system, each base sends out a raid for whom ever is the target. So if you're playing on a map with 4 bases, all 4 will raid you at the same time. Whether or not that is intended isn't clear to me. I recall in trinity that the closest base would raid, not all of them. :p

To keep it simple, give the pirate faction it's own tech to mitigate bombardment and increase planet recovery rate. a mixture of advent's hardened cities and TEC disaster recovery. Either make the mitigation quite high such as 80-90% or give it a planet health similar to the occupation planet when upgraded as well.

By the sounds of it you're more for if pirates are enabled they shouldn't be gotten rid of then. Even if pirates only take a few novalith hits, those are all novalith shots not focused on you.

Normally I don't hop into betas but I thought I'd give this one a shot. The ability to influence the end game has been pretty impressive, which I attribute to Stardock / ironclad. 1. I've seen the AI many times on unfair build starbases with Aux gov. It's just not every time or in short games. 2. Pirates with a starbase isn't really neccessary, they just need higher planet health and quicker recovery. 3. It's already mentioned that they won't be given planetary shields since they don't have any shield technology.

I've also noticed some of the hit and run tactics, being used effectively with smaller diverse fleets on lighter defended worlds. I also play unfairs, and the recent use of the titan with supporting fleet has been much more effective in some cases. Ever since I stopped turtling, super weapon spam hasn't been an issue for me. Occasionally I have to rush a starbase when a bot is building a couple. As far as multiplayer I don't think I've seen a human bother with them yet. Everyone has their own skill level and play style, so suggesting everyone just be offensive isn't the solution I'd push, however with only 4 superweapons allowed atm it's quite manageable. Also a larger ship would mean larger textures and however small it'll push harder towards the 2gb limit. The titan itself is actually bigger than a star base.
