I usually notice it on mounted units, tied to enemy counter-attacks. If I attack on a mount, enemy counter-attacks, then I wait probably around 10 seconds before I can perform an action. If the enemy has no counter-attacks remaining, I can attack normally without the abnormally long pause.

It's by design, more of an arbitrary balancing measure to make sure units don't prance around the battlefield - if it only cost 1, a unit with 6 moves could move 6 tiles per turn, which is a huge amount considering the overall size of the map.

ToEE is based on the Greyhawk D&D setting. It is also the most literal translation of the rulebook (especially as far as combat mechanics) in any semi-recent computer D&D game. Combat is entirely turn based (as per D&D, initiative is rolled at start of combat and that determines the order), and this allows for a lot of combat mechanics to be implemented. I don't think it's up to any of us to try and tell people under what conditions they should feel entitled to a refund. But at the same time, the GBOR wording on a refund is pretty specific to technical issues ("incompatible" and "does not function at a reasonable level of performance"). Under this, not liking it does not entitle you to a 100% refund. I know they have offered 75% refunds for "I don't like it" requests, so perhaps if that is your only issue then you should ask for the 75% one.

Kyogre, have you given any thought to the format of the campaign? Meaning, do you want it in the same style as Elemental's Book 1 where you basically play one hero (Frodo, Gandalf, Aragorn, whatever) and play the story from their perspective, or where you're more detached and participating in all of the story's events? Keep in mind that Elemental's UI is basically made from SD's desktop customization tools (DesktopX specifically, I think?). As such, the limitations on the UI are similar to what you'd find there. Meaning, you can do reskins, different looks or organization, but there's no support for something like right-click context menus.
It is possible for a quest to load a specific tactical battle map. It wouldn't be a true dungeon crawl (at least for now) since the AI just charges you, and there may be a limitation on the size of the tactical maps as well as difficulty finding good cave-y or dungeon-y tile sets, though I imagine some more artistic modders can create them. The other limitation is that creatures don't really "drop" stuff. Loot just gets assigned as part of doing the quest. For example, you can make the q
