Have you made sure you have the latest driver for your video card installed? Keep in mind, because it's a notebook video card (and therefore proprietary to the notebook manufacturer) Nvidia may not have updates for your driver and you'll need to look for updates on the DELL site.

Are you by chance using an adapter to downgrade the DVI-out signal on your video card to the standard analogue VGA for the CRT monitor? Have you tried using a different adapter? Sins is not multi-core after the initial texture caching has taken place. After that it's happily single-core. Since the game engine is so scalable (ie. can be made to run even on the lowest of systems) it also stands to reason that one might be able to push the engine to the point of lagging even on high-end systems.
